Contra Costa and surrounding counties with waterways have long been the sieve to transport drugs into the region.  The channels to Sacramento and Stockton serve as one of many conduits with hundreds of miles of Coast Lines, Waterways and transportation portals provides numerous permutations of drops and transfers. We buy bananas from here, electronics from over there, software from there or here to there.  I am just trying to demonstrate the possibilities.
